Project duration September 2026 - May 2027
Status Ongoing
Call Shelters of the future - practical prototypes for shelters and protected spaces of tomorrow

Purpose and goal

New innovative optical fiber technology can save power up to 2,000 times for emergency calls, enabling 90 days of endurance in shelters, compared to 1–4 hours for 4G/5G networks. Fiber connectivity is also used for secure Internet with a CDN Cache Server that can complement today´s VMA. The entire system chain has EMP protection, which can totally destroy unprotected electronics over large areas. This addresses scenarios 1, 3, 4, and 5 in Swedens "Baseline for the Total Defense 2025–2030."

Expected effects and result

"Sweden´s ca 64,000 bomb shelters can provide a well-known location to make secure emergency calls and receive accurate VMA information, even under very severe conditions when electricity and communication is down, regardless of the cause. Users of the results are property owners who have shelters, emergency services for receiving calls, as well as municipalities, regions, government agencies, and news channels that need to broadcast information when 4G/5G and the Internet are not working."

Planned approach and implementation

Speculative design methodology is used for dialogue and feedback from problem owners, such as property owners (via Svensk Allmännytta), municipalities (via Compare), and other stakeholders, as well as an expert group from the business sector providing a multi-helix perspective in the design of the practice-based prototype. The results will be presented through demo at a conference, and published on the internet via the website www.swedish-shelter.com (to be activated after December 2026).
