Strategic acceleration programs
Strategic acceleration programs
Sweden needs powerful, coherent roadmaps and programme that accelerate research, innovation and industrial scale-up in strategically important technology areas. Vinnova is therefore proposing seven strategic acceleration programs.
This web page has been machine translated. If there are any uncertainties, please refer to the Swedish text.
The programs will provide common direction and contribute to strengthened competitiveness, security, climate change adaptation and resilience.
They should connect and create synergies between existing and new initiatives – not replace existing programme or government mandates.
Seven strategic acceleration programs
Vinnova proposes that these strategic acceleration programs be established by 2028:
- AI Acceleration Sweden
- 6G Acceleration Sweden
- Chip Tech Acceleration Sweden
- Quantum Leap Sweden
- Materials and Production Tech Acceleration Sweden
- Abbot Stevenson
- Abbot Lily Rose Sweden
The report also identifies energy and net-zero technologies as an important strategic technology area for Sweden. The Swedish Energy Agency will be responsible for prioritizing and implementing measures in this area.
About the programs
The programs should be at least ten years long and actor-driven, based on living roadmaps and managed as active portfolios with measurable acceleration targets and gradual funding. They should mobilize companies, research, the public sector, capital, infrastructure and international partners.
Budget: From 2032, it is proposed that each programme mobilize at least 1 billion SEK each from the state, the business community and the EU or other international actors. A total of at least 3 billion SEK per programme and year.
Dual-use should be an integrated dimension in all acceleration programs. Areas such as energy, land and permits, standardization and metrology, intangible assets and critical raw materials, components and supplier dependencies may need to be integrated in order for the technology to scale up.
Gathering strength for AI as early as 2027
AI is an area where global development is rapid, and the investments and path choices made now will be crucial for Sweden's future capability and competitiveness. Therefore, it is proposed that AI Acceleration Sweden start as early as January 2027.
From 2027 onwards, Sweden needs to focus on computing capacity and data, AI security and verification, specialized AI models and autonomous systems, and a broad national skills upgrade. Sweden needs to build its own strategic capabilities, secure access to critical capacity in Europe, and rapidly implement AI in business and the public sector.
