Strengthen your organization with expertise in 6G from the USA

Through this call, Vinnova aims to strengthen strategic 6G competence in Sweden. One sub-goal is to initiate and develop lasting collaborations with the United States. An important step toward achieving this is to enable individual mobility, known as staff exchange, between Sweden and the U.S. The initiative is thematically limited to the area of 6G research and innovation. The individual mobility must last for a minimum of four weeks and up to six months. The exchange described in the application must take place physically on-site. Digital presence is therefore not funded.

We finance direct costs for individual mobility between Swedish and American actors. The purpose of the call for proposals is to increase the individual´s competence and initiate lasting collaborations.

Who can apply?

Swedish companies in the form of limited companies, regions, municipalities, universities and research organizations. The initiative is thematically limited to the area of 6G research and innovation.

How much can you apply for?

We grant funding up to 100% aid intensity and a maximum of 500,000 SEK per project.

The offer in brief

The purpose of this offer is to strengthen strategic 6G expertise in Sweden. A sub-goal is to develop lasting collaborations internationally. We want to achieve this by enabling individual mobility (personnel exchange) between Sweden and the USA.

The initiative includes individual mobility limited to support for research and development and innovation in the 6G area.

The staff exchange should last at least four weeks and up to six months.

Two types of individual mobility are funded:

  1. A Swedish organization can apply for funding to give an employee the opportunity to work in an organization in the United States, to strengthen the employee's skills.
  2. A Swedish organization can apply for funding to invite an expert from the USA, with aim of strengthening the organization's expertise.

The budget for this offer is a total of 2.5 million SEK and each project can be financed with a maximum of 500,000 SEK. The offer is open to Swedish companies, public organizations and research organizations.

The rapid development of wireless connectivity means increasingly higher eligibility requirements for individuals and organizations to continuously renew their competence. Successful 6G development will depend on both specialized and general competence within 6G, as well as domain and organizational competence.

      One aspect that Vinnova follows up and assesses is whether both women and men equally benefit from the grant, participate in and have influence over the project.

      Another aspect involves analyzing and deciding whether there are sex or gender aspects that are relevant in relation to the project's problem area, solutions and utilization.

      This the call for proposals will also help make results available to everyone. Therefore, all scientific publishing should be open access. When results from research and innovation are made freely available, more people can contribute to solving societal challenges.

    • The offer is open to applications from Swedish companies, public organizations and research organizations.

    • The funding can cover individual mobility for a minimum of four weeks but a maximum of six months. The exchange can be spread over a 12-month period.

      The funded individual will work within 6G research and innovation, but the work may also include non-technical aspects, such as ethics, law or other necessary expert knowledge.

      We would like to remind you of the following point in Vinnova's general terms and conditions:

      4 Changed conditions

      Participant may not conduct the project without Vinnova's approval if the conditions for utilizing the project results have decreased significantly. This also applies if technical, financial or other circumstances arise that have a significant impact on the implementation of the project.

      We want you to describe in proposal how you plan for the project's implementation and risk management within the project.

      What costs can we finance?

      Our funding is subject to state aid rules. The rules govern what types of costs we can finance. These are called eligible costs.

      Common costs in this offer may include:

      • Travel expenses, accommodation costs and salary costs for employees or invited experts
      • Direct costs for, for example, mentoring, skills transfer and office space
      • Other additional costs within the host organization for the exchange.

      What eligibility requirements apply to costs we finance?

      For a cost to be eligible, it must be:

      • necessary for the activities in the project
      • recorded correctly and separately from the organization's other costs.

      An organization may also not claim someone else's costs as its own.

    • The state aid rules govern how much of the costs we can finance. This is determined individually for each organization. We therefore differentiate between how much funding the project can receive, and how much each participant can receive.

      How much funding can the project receive?

      The maximum grant per project is SEK 500,000. Applicant organization must co-finance the project with at least the same amount as the grant received.

      How much funding can a participant receive?

      How much funding each participant can receive depends mainly on:

      • party size and activities
      • which activities the party will carry out in the project.

      How much of the costs can we finance?

      The size of the organization and type of activity determines how large a proportion of the costs we can finance, i.e. the maximum level of support.

      Minor Support to businesses

      In this the call for proposals we can provide de minimis support, also known as support of minor importance. We can finance up to 100 percent of a project party's costs.

      An organization can receive a maximum of 300,000 euros over a three-year period in this form of support, regardless of the funder and project. This means that if the same organization has received support of lesser importance in other project from other funders in the past, it will affect how large the support can be in this the call for proposals.

      Submit a certificate of de minimis support when you submit proposal. This is required for us to be able to grant this support.

    • In order for us to assess your proposal, it must meet certain formal eligibility requirements. If the requirements are not met, we will reject proposal immediately.

      We will only assess applications that meet the following formal eligibility requirements:

      • Proposal must contain a project description that is written in the template on the offer's website, and that follows the template's limitations regarding content and number of pages.
      • Only attachments in the form of the project description above, and, CV attachment, if applicable, the certificate of Support of minor importance, may be attached to proposal.
      • Individual mobility must last for a minimum of four weeks and a maximum of six months.
      • If the grant is to finance a Swedish employee visiting an organization in the US, the person must have documented education in the 6G area and experience that enables them to gain expertise in the area. The same applies vice versa: If the grant is to cover costs for a Swedish organization to hire a person from the US, this person must have expertise in the 6G area, such as a PhD or other documented expertise that is important for the project. We may require certificates or references that confirm information about the expertise of key individuals.
      • Individual mobility must apply from or to an organization in Sweden.
      • The individual/partner organization must be from the USA.
      • The Swedish organization submits proposal and acts as coordinator for individual mobility.
      • Proposal is written in Swedish or English.
      • The maximum funding sought is SEK 500,000 and constitutes a maximum of 50 percent of the project's eligible costs.
    • Applications that meet our eligibility requirements will proceed to assessment. In the assessment, we look at how much potential your idea has, how realistic it is and who will implement the project.

      We also assess proposal according to how well they meet the aim of the call for proposals: to increase strategic 6G competence in Sweden through individual mobility and at the same time establish cooperation between organisations in Sweden and organisations in and the USA (see also chapters 1 and 2). We reserve the right to reject applications that do not meet this aim.

      What do we assess?

      When assessing applications, we look at three main criteria:

      • Potential: We analyze what effects and what value we can expect from the project.
      • Actors: We assess the participants' competence and ability to implement the project and achieve the desired results and effects.
      • Feasibility: We assess how realistic and credible the project plan is, both for implementing the project and for achieving desired results.

      Eftersom Vinnova is tasked with contributing to increased gender equality and climate change, and we always follow up and assess these perspectives.

      Potential
      • The value of the knowledge transfer for the applicant organization.
      • potential of the exchange to lead to long-term cooperation between the countries and organizations.
      • The project's potential to contribute to increased gender equality. (Note that assessment is based on the applicant's answer to the mandatory question under “ Project tasks”).
      • Potential for knowledge transfer outside the organizations.
      • The project's potential to contribute positively to the global goals of Agenda 2030 – with particular focus on objective 17 where applicant must justify how their project increases lasting and sustainable collaborations and relationships through personnel exchange, as well as the extent to which these partnerships create added value in Sweden and internationally.
      Actors
      • The degree of relevant 6G expertise within the project group and the person doing the exchange.
      • The project constellation's competence and ability to contribute to knowledge transfer.
      • How well the financial contribution, participation, power and influence are distributed in an equal manner in the project team.
      Feasibility
      • That the plan for the project and the personnel exchange is feasible within the intended budget.
      • That the plan for knowledge transfer both within and outside the organization is realistic.
      • How credible the project plan's risk analysis and action plan for these risks are.

      How do we assess?

      Applications that meet the requirements according to Chapter 6 will be assessed according to the above assessment criteria in competition with each other. The applications are assessed internally by Vinnova. Our decision on granting or rejecting will be sent by e-mail to applicant.

      How does it affect an organization's financial status?

      Before deciding on funding, we also conduct a comprehensive assessment of the organizational and financial status of those receiving funding. We use information we obtain from credit reports, currently from Dun & Bradstreet.

      In order for us to grant funding the following applies:

      • Organizations seeking funding for personnel costs must be registered as employers with the Swedish Tax Agency.
      • Organizations must not be insolvent, undergoing liquidation or corporate restructuring, nor must they have any significant unpaid debts with the Swedish Enforcement Authority.
      • Organizations may not cover project costs in this the call for proposals with public funding or own funds intended for other project.
      • Limited liability companies must not have used up half or more of their share capital.

      If requested, SMEs must be able to demonstrate that they have the financial capacity to carry out the project according to their budget in proposal.

    • Once we have assessed all applications, we will send you a decision either granting or rejecting your proposal. Since applications are assessed competitively, you may be rejected even though you meet all eligibility requirements and criteria.

      The amount funding that the project will be granted is stated in the decision. Funding will be granted with support from Section 2, paragraph 2 of the Regulation (2015:208) on state aid for research and development and innovation and Commission Regulation (EU) No 1407/2013 on de minimis Support (de minimis support). The basis for support is stated in the decision and also determines which costs are eligible for support, see point 4.1 Organisations that carry out non-economic activities may be granted funding that does not constitute state aid when they participate with their non-economic activities.

      Our decision to grant or reject a proposal cannot be appealed.

      What happens if you are granted funding?

      If we grant your proposal, you must follow our general terms and conditions for funding. The terms include, among other things:

      • That you will sign a special document in which you approve your participation and commit to carrying out the project.
      • That you report how things are going, your costs and achieved results to us regularly during the project period.
      • If you are multiple parties, you must agree on your mutual rights and obligations in the project in an agreement. It can take time to get a project agreement in place, so it is a good idea to get this in place before the project starts.
      • How the results will be used [if relevant] and how scientific publication will take place.

      Could you have to pay back funding?

      If you have received more money than you are entitled to or if you do not follow our term, you may be required to repay.

    • To apply for funding you fill out a proposal in our e-service. In proposal you answer questions about the project, participating project partners, and budget.

      You also attach these attachments to proposal:

      Project description

      • May comprise a maximum of six portrait A4 pages with single-column 12-point text. The project description should follow the template found further down this website.

      CV attachment

      • Relevanta CV for the project manager and all key personnel. The appendix is expected to include at least one CV per participant. Varje CV may be a maximum of 1 A4 page with 12 point text. The CV appendix should follow the template found further down this website.
      • Only requested pages and attachments will be assessed. References to websites will not be taken into account.

      De minimis certificate (not mandatory, only if such support is sought)

      • Signed certificate for companies applying for " Support of minor importance" (de minimis support). A template for the certificate can be downloaded from the call's website.

      Keep in mind that it takes time to make a proposal. You can start filling in the details, save and continue at a later time. When proposal is complete, mark it as done. You can unlock proposal and make changes at any time, right up until the last application date.

      Mark proposal well in advance before the call for proposals closes.

      When the call for proposals has closed and proposal has been registered with Vinnova, a confirmation will be sent by email to you who is responsible for the user account, project manager and signatory/department head. It may take a few hours before you receive the email.

      If you have not received a confirmation email within 24 hours of the call for proposals closing, please contact us.

      In our e-service you can start filling in the details and then continue at a later time. You can also distribute permissions to others who you want to contribute to proposal. When proposal is complete, mark it complete.

      You can unlock proposal and make changes at any time, right up until the last application date. If you unlock proposal, you must then clear it again for it to be registered when the call for proposals closes.

    • When the call for proposals closes, your proposal will be registered as. We will then send an email confirmation to the person responsible for the user account, as well as to the project manager and the signatory. If you have not received a confirmation within 24 hours of the call for proposals closing, please contact us.

      Once the call for proposals is closed, you cannot change anything in proposal. You can only make additions if we ask you to.

      Who can read your proposal?

      Your proposal will be read by Vinnova employees and the evaluator participating in this the call for proposals. Everyone works under a duty of confidentiality.

      Applications submitted to us become public documents. This means that we must disclose them if requested. However, we keep certain types of information confidential if disclosure could be expected to cause financial harm to the individual. This applies to information about business and operational conditions, inventions or research results.

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget. 

    Please allow enough time

    Please keep in mind that it takes time to complete an application. Filling in the templates can take several days, since they're based on analyses you need to do. Therefore, start the application well in advance. You can start filling in your details, then save and continue at a later time.

    When you've completed your application, please mark it as done ("klar"). You can unlock and make changes to your application at any time until the call closes. If you unlock your application, you must mark it as done ("klarmarkera") if you want the application registered when the call closes.
