Chips JU Calls 2026: European collaborative project in electronic components and systems (ECS)

Genom Chips Joint Undertaking (Chips JU), also known as the EU´s semiconductor program, Vinnova wants to finance European collaborative projects in electronic components and systems. The projects can be in areas such as mobility, energy, industrial digitalisation, digital infrastructure and communication, digitalisation in agriculture and forestry, health and society.

    • Chips Joint Undertaking (Chips JU), also known as the EU Semiconductor Program, is the largest European partnership program within Horisont Europa. It is funded by the European Commission, authorities in the participating countries and participating organisations.

      Inom Chips JU finances Vinnova collaborative projects with actors along the entire value chain, from semiconductor circuits and electronic components to systems of systems, with both software and hardware focus. The investment will strengthen Sweden's and Europe's competitiveness and contribute to sustainable digital transformation. The projects' application areas will be mobility, energy, industrial digitalisation, digital infrastructure and communication, or digitalisation in agriculture and forestry, health and society.

      Chips JU Calls 2026 contains several new calls for proposals with the possibility of cooperation with the EU, and cooperation between the EU and certain countries in Asia.

      Chips JU has two subprograms:

      • Electronic Components and System (ECS)
      • Chips for Europe Initiative (C4EI)

      Delprogrammet ECS has funding from Horisont Europa and is focused on collaborative projects for research and innovation.

      Delprogrammet Chips for Europe Initiative has funding from the Horisont Europa and Digital Europe (DIGITAL) programmes. This includes initiatives to strengthen European expertise, infrastructure and implementation in semiconductor technology.

      Chips JU Calls 2026 includes Research and Innovation Actions (RIA) and Innovation Actions (IA) in line with this year's Strategiska Research Agendan (SRIA) for electronic components and systems (ECS), Coordination and Support Actions (CSA) and Simple Grant (SG). The ECS sub-program also includes IA and RIA calls for proposals within specific focus areas (focus topics).

    • The calls for proposals within Chips JU Calls 2026 aim to contribute to the program's overall objectives to:

      • Strengthening the EU's strategic autonomy in electronic components and systems (ECS)
      • Strengthening EU scientific excellence and innovation leadership in ECS
      • Strengthen Europe's semiconductor industry by promoting cooperation between the EU, Member States and the private sector.
      • Positionera Europa as a leader in semiconductor technology, strengthening digital capabilities and addressing global challenges such as sustainability.

      The projects seeking funding in Chips JU's calls for proposals must have a major industrial impact along the value chain. They must involve European collaboration with the participation of large companies, SMEs and academic institutions.

      Some expected results are new technologies and applications, pilot projects, large-scale demonstration projects and platforms for innovative product development.

      Vinnova's aim in co-financing Swedish actors' participation in Chips JU collaboration projects is to strengthen the Swedish ecosystem within ECS, strengthen Sweden's and Europe's competitiveness, and contribute to sustainable digital transformation.

      Make scientific publications and results available

      The call for proposals should also contribute to making results available to everyone. Therefore, all scientific publishing should be open access. When results from research and innovation are made freely available, more people can contribute to solving societal challenges.

    • The call for proposals is aimed at Swedish companies that meet Vinnova's eligibility requirements and at universities, university colleges and research institutes.

      At least 60 percent of the total eligible project costs in a Swedish project consortium applying in Innovation Actions (IA) calls for proposals must relate to the eligible project costs of participating Swedish companies.

      At least 50 percent of the total eligible project costs in a Swedish project consortium applying in the Research and Innovation Actions (RIA)- calls for proposals must relate to the eligible project costs of participating Swedish companies. This eligibility requirements does not apply to project consortiums in the RIA- the call for proposals on international cooperation with Digital Partnership and TTC states.

    • Vinnova finances European research and innovation projects. The projects will involve actors along the entire value chain for electronic components and systems, from semiconductor circuits and electronic components to systems of systems, with both software and hardware focus. The application areas of the projects will be mobility, energy, industrial digitalisation, digital infrastructure and communication, and digitalisation in agriculture and forestry, health and society.

      What costs can we finance?

      Our funding is subject to state aid rules. The rules govern what types of costs we can finance. These are called eligible costs.

      In this the call for proposals, these types of costs are eligible:

      • Salary costs: Gross salary paid, employer contributions and other salary-related costs.
      • Equipment, land and buildings: Costs for instruments, equipment and rent for premises other than regular business premises.
      • Consulting and licensing costs: Costs for consulting services, knowledge and patents purchased or used under license from an external party.
      • Other direct costs: Costs for, for example, materials, supplies and travel that are necessary to carry out the project.
      • Indirect costs (overhead):Costs that are linked to the project but do not arise directly, such as premises and cleaning.

      For Chips JU, costs in the project budget, and in reporting to Vinnova, must follow the funding rules for Horisont Europa (HE) in Chips JU- calls for proposals with funding from HE. For project in Chips JU- calls for proposals with funding from DIGITAL, costs in the project budget, and in reporting to Vinnova, must follow the funding rules for this programme.

      Observera! Beroende to which Chips JU- call for proposals your proposal refers, it is Horisont Europa's or DIGITAL's rules that apply for calculating indirect costs (overhead) in the national project budget and when reporting to Vinnova. This means that the project budget and reported costs for each Swedish participant must have the same level in reporting to Vinnova and Chips JU.

      What eligibility requirements apply to costs we finance?

      In order for your costs to be eligible for support, the following applies:

      • They must be factual, reasonable and necessary for the activities in the project.
      • They must be booked correctly and under a separate project code in the accounting. You may not cover project costs with other public funding or your own funds intended for other project.
      • You may not claim someone else's expenses as your own.

    • state aid rules govern how much of the costs we can finance. This is determined individually for each organisation. We therefore differentiate between how much funding the project can receive, and how much a participating organisation can receive.

      How much funding can the project receive?

      Vinnova's preliminary budget for the calls for proposals within Chips JU Calls 2026 is €8,740,000. The EU Commission supports Swedish actors participating in the projects with a corresponding budget.

      How much funding can a participating organisation receive?

      The amount of funding a participating organisation can receive depends primarily on:

      • the organisation's size and activities
      • which activities the organisation will carry out in the project.

      Descriptions in the following sections about what support we can provide are simplified. For full information, see funding bases and levels.

      Support for companies for research and development

      We grant funding in accordance with Article 25 of the EU Commission's General Block Exemption Regulation (GBER).

      In this the call for proposals we provide support for industrial research.

      Industrial research can be simply described as seeking new knowledge through planned research or critical analysis. This is to develop or significantly improve products, processes or services.

      How much of the costs can we finance?

      The organisation's size and type of activity determine the proportion of costs that we can finance. This is called the maximum support level.

      • Maximum funding from Vinnova for a project is equivalent to €2,200,000. The EU Commission co-finances at the corresponding level.
      • Maximum funding from Vinnova to individual large companies, universities, university college and research institutesis equivalent to €750,000.
      • Maximum funding from Vinnova to small and medium-sized enterprises is equivalent to €450,000.

      The following support levels apply to the grant from Vinnova:

      • Project coordinator universities, university colleges and research institutes: 65 percent
      • Project coordinator large companies:
      • RIA - Research and Innovation Action: 40 percent
      • IA - Innovation Action and Focus Topics: 35 percent
      • Universities, university colleges and research institutes: 50 percent
      • Small and medium-sized enterprises:
        • RIA - Research and Innovation Action: 35 percent
        • SG - Simple Grant: 35 percent
        • IA - Innovation Action and Focus Topics: 30 percent
      • Large companies:
        • RIA - Research and Innovation Action: 25 percent
        • SG - Simple Grant: 25 percent
        • IA - Innovation Action and Focus Topics: 20 percent

      Support to universities, university colleges and other public organisations with non-economic activities

      We provide support to organisations that do not engage in economic activities. This means that the organisation does not offer a service or product to a market. This usually includes universities and university colleges, research institutes and other public organisations.

      We can fund up to 65 percent of costs for participating universities, university college and research institutes in this call for proposals.

      How is it determined whether an organisation is engaged in economic activities?

      An organisation that offers any kind of service or product on a market is considered to be conducting economic activities and cannot be granted this form of support. It does not matter how the organisation is financed: whether it is public or private, or whether it has a profit motive. It also does not matter what legal form the business has. For example, whether it is a limited liability company, a trading company, an economic association, a non-profit association or a foundation.

      If you are unsure whether an organisation in your project is conducting economic activities, contact call manager. However, The organisation is responsible for assessing whether it is conducting economic activities.

    • Eligibility requirements on participants

      Participating organisation must meet the following eligibility requirements when submitting proposal to Chips JU:

      • All participating organisations must be legal entities. Individuals or sole proprietorships cannot participate. Foreign legal entities can participate if they have a branch or establishment in Sweden and the costs are incurred by the branch or establishment.
      • At least one participant must be a company.
      • Organisations seeking funding for payroll costs must be registered as employers with the Swedish Tax Agency.
      • Companies must have at least two registered annual reports with the Swedish Companies Registration Office.
      • The most recent registered annual report must have net sales or equity equivalent to half of the amount eligible for funding from Chips JU and Vinnova.
      • Companies must have at least one million SEK in net turnover according to the most recent annual report. Net turnover does not include public funding from, for example, Vinnova or the EU.
      • Companies must have at least three full-time employees.

      Eligibility requirements on the composition of the national consortium

      At least 60 percent of the total eligible project costs in a Swedish project consortium applying in Innovation Actions (IA) calls for proposals must relate to the eligible project costs of participating Swedish companies.

      At least 50 percent of the total eligible project costs in a Swedish project consortium applying in Research and Innovation Actions (RIA) calls for proposals must relate to the eligible project costs of participating Swedish companies. This eligibility requirements does not apply to project consortiums in RIA- the call for proposals on international cooperation with Digital Partnership and TTC states.

      How does it affect an organization's financial status?

      Before we decide on funding we also make a comprehensive assessment of the organizational and financial status of those who receive funding.

      We use information we receive from credit reports, currently from Dun & Bradstreet. We may also ask small and medium-sized businesses to demonstrate that they have the financial capacity to carry out the project.

      In our assessment we check this:

      • That organisations that are granted funding for payroll costs are registered as employers with the Swedish Tax Agency. If such registration does not exist when we make a decision, you must be able to show that a notification has been made. We do not approve retroactive registration.
      • That organisations is not insolvent, or undergoing liquidation or corporate restructuring. You must also not have any significant unpaid debts with the Swedish Enforcement Authority.
      • If requested, SMEs must be able to demonstrate that they have the financial means to carry out the project according to their budget in proposal. They cannot use public funding or their own funds intended for other project to cover project costs in this call for proposals.
      • That the project manager is employed by the coordinating party in the project.
      • That a limited liability company has not used up half or more of its share capital.
    • If we grant your proposal, you must follow our general terms and conditions for funding. The terms include, among other things:

      • That you will sign a special document in which you approve your participation and commit to carrying out the project.
      • That you report how things are going, your costs and achieved results to us during the project period.
      • If you are multiple parties, you must have a written project agreement that regulates your mutual rights and obligations in the project.

      We may also decide to add supplementary special conditions for individual project. In that case, they will be stated in the decision.

      Could you have to pay back funding?

      If you have received more money than you are entitled to or if you do not follow our term, you may be liable for repayment.

    • The application process takes place in several process steps as described below. The calls for proposals which are carried out in only one step (Full Project Proposal) follows process steps 3 to 6.

      The content of the international application is evaluated by Chips JU's international experts. In parallel, Vinnova evaluates participating Swedish organisations against Vinnova's national rules.

      1. Project sketch - Project Outline (PO)

        First, the entire international consortium submits a project outline, a so-called Project Outline (PO), to Chips JU.
      2. Results of PO phase

        The project outlines that are deemed to have the greatest potential and highest quality will be given the opportunity to submit a full proposal, a so-called Full Project Proposal (FPP). In connection with Chips JU sending out information about which project proposals will be given the opportunity to submit a full proposal feedback will also be given on how proposal can be improved.
      3. Full proposal – Full Project Proposal (FPP)

        The international consortium submits a complete proposal to Chips JU. Proposal is assessed by international experts. Together with the complete proposal, all Swedish parties must also submit a joint so-called National Part with a description of the Swedish consortium's funding for the project, objectives and how it can contribute to sustainable growth in Sweden.       4. National review

        In connection with the international evaluation of the complete proposal Vinnova also conducts a review of the Swedish consortium with regard to the national rules including national relevance. If this is not met, individual project participants or all Swedish participants may be denied funding from Vinnova.
      5. Decision

        After the review, the projects are ranked based on the technical evaluation and the priorities of the participating countries. Based on this ranking, decisions are then made within Chips JU's Public Authorities Board, which includes Vinnova. Approved project then begin negotiations on the agreement (Grant Agreement) with Chips JU to receive EU funding through Chips JU.
      6. National project description for national decision

        The Swedish consortium that is part of a project application that is selected for funding within Chips JU must submit a joint proposal to Vinnova with a national project description according to separate instructions. Vinnova then makes a decision on national co-financing.

      Note: Proposal to the calls for proposals in Calls 2026 are not sent to Vinnova.
