Important results from the project
All participating municipalities have started to develop systems that measure, encourage, identify and implement suggestions from employees. The number of proposals submitted, and the number of implemented improvements, per employee must be comparably measurable in in all municipalities. Two municipalities, Malung-Sälen and Borås, have already set up their systems. These municipalities have set clear goals for the number of proposals per participant. Other municipalities will start up their systems during the autumn (Motala, Vetlanda ) or from January 2015 (Piteå)
Expected long term effects
The participating municipalities are currently in the process of starting their systems. The expected impact in terms of ideas and suggestions that develops the practices will become visible after a period of operation. Measurements and evaluations of the effects can first be carried out in the end of 2014 or, alternatively, in the end of the first half of 2015.
Approach and implementation
The project has largely achieved its goals and objectives. A time delay has resulted from a prolonged decision process and a lack of anchoring. Currently measurements are carried out in two municipalities. The other three municipalities will conduct their measurements during the autumn or in early 2015. The project could have proceeded during in the autumn, but, instead, the municipalities will continue to collaborate in networks under the guidance of SKL.
