It is also important to find the right partner, which can feel difficult when it comes to international collaborations in new markets. This effort is for you who want to take the first step on the road. Have you met a potential business partner in Israel that you want to get to know better? Then you can apply for funding for a feasibility study. The long-term goal of the study should be to establish innovation collaborations between actors in Sweden and Israel.

      The investment is aimed at actors with innovative solutions in AI, cyber security, mobility, environmental technology and health. These are areas that are increasingly important in our digital and global future. Sweden and Israel both have the ambition to become world leaders. Taking lessons and finding inspiration in collaborations that lead to joint innovation projects not only benefits individual parties but the areas and countries as a whole.

      Cooperation, pooling of forces and innovation will be decisive for reaching the goals in Agenda 2030. With this call for proposals, we want to get more people to develop their innovative capacity in collaboration and create new solutions that contribute to the goals, within the framework of the priorities of the call.

      Gender equality is a prerequisite for sustainable growth and is found in Agenda 2030 as an objective in itself, but also as a perspective that should permeate the work with all objective. The call for proposals should therefore contribute to an equal social development linked to two main perspectives:

      • One perspective is about both women and men taking part in the contribution and participating in and having influence over the project in an equal way.
      • The second perspective is about the project analyzing and deciding whether there are equality aspects (sex or gender) that are relevant within the solution's problem area and usefulness.

      Equal innovation for those looking for funding

    • The venture is aimed at actors who want to investigate possibilities and conditions for cooperation with an Israeli counterpart. Both the Swedish and the Israeli actor must have an interest in the venture. A basic principle in the work is that the collaboration must create value for both Sweden and Israel.

      A maximum of three parties can participate. Applicant can be an SME (Small and medium-sized enterprise), academia, research organizations, companies and the public sector.

      A letter of intent from the Israeli actor, i.e. the potential partner, must be attached to the proposal. It should be clearly stated which organization applies, that there is an interest in investigating cooperation, areas for potential cooperation and a contact person.

      The Israeli party cannot apply for funding in this call for proposals.

    • funding Activities for which funding can be sought

      Vinnova finances a feasibility study to investigate the conditions for cooperation with a potential partner.

      Feasibility study is defined as: Evaluation and analysis of the potential of a project aimed at supporting the decision-making process by objectively and rationally revealing the project's strengths and weaknesses, opportunities and risks and identifying the resources required to implement it, and finally the prospects for that the project is a success. This refers to studies for project related to basic research, industrial research or experimental development.

      The study may, for example, include travel to meet physically, market study, or investigation of other legal, business or practical conditions required to be able to initiate a collaboration with an actor in Israel in AI, cyber security, mobility, environmental technology or health.

      Vinnova does not finance routine business development, customer processing, marketing or other ordinary business-related activities.

      Eligible costs

      Our funding takes place through funding. Funding for organizations that carry out economic activities is covered by rules on state support.

      The rules govern, among other things, which types of costs and what proportion of them may be covered by funding.

      State support for economic activities (enterprises)

      Rules for which costs are eligible

      Funding is given according to § 9 of Vinnova's regulation (2015:208) on state support for research and development and innovation and article 25 of the Commission's Regulation (EU) No. 651/2014 (GBER). The project's activities must constitute a feasibility study

      Parties that conduct non-economic activities are not granted state aid in accordance with regulation (2009:1101) with instructions for the Agency for innovation system.

      The following costs are eligible:

      • Staff costs
      • Costs of equipment, land and buildings to the extent and during the time they are used for the project
      • Costs for consultants and licenses etc
      • Other direct costs
      • Indirect costs
    • Feasibility studies are granted funding with a maximum of SEK 70,000 at project level. Project begins immediately upon possible grant and lasts a maximum of one year. Funding will amount to a maximum of 70% of eligible costs.

      Each individual participant is responsible for ensuring that the funding received funding not exceed the aid intensity that is permitted according to the rules for government support.

      Below is a summary of maximum permitted support levels depending on company size. The support levels refer to the maximum permitted support for eligible costs, per beneficiary, in percentage.

      • Large companies: 50%.
      • Medium-sized companies: 60%
      • Small businesses: 70%

      Non-economic activities are not covered by the state aid rules, and funding can be provided with up to 100% of eligible costs ("non-city aid").

      • The project description must be written in the template that Vinnova provides on the call's web page and must not exceed 5 vertical A4 pages with font Times New Roman, 12 point size.
      • The CV must be written in the template that Vinnova provides on the call's website and may be a maximum of 1 vertical A4 page per key person. There is no limit to the number of CVs that may be attached per project.
      • No material beyond the mandatory appendices may be included.
    • We will only assess applications that meet the following formal eligibility requirements:

      • Proposal was received at the latest at the specified reading time according to the website
      • Proposal must be written in Swedish and/or English.
      • Attached proposal must include a letter of intent from the intended Israeli cooperation partner where it is clearly stated which organization applies, that interest in investigating cooperation exists, areas for potential cooperation and contact person. The format is free.
      • Participant (one or more) must be legal entities. Companies must be active and have an organization number when proposal are submitted.
    • What do we assess?

      The evaluation of proposal takes place in competition based on how well the proposal fulfills the call aim through the criteria potential, actors and implementation.

      • The level of innovation in the potential collaboration's long-term objective and its potential to contribute to progress in AI, cyber security, mobility, environmental technology or health

      • The Israeli counterpart's intention to cooperate
      • How well the team (key people) is composed with regard to gender distribution, as well as the distribution of power and influence between women and men

      How do we judge?

      • All applications that meet the formal requirements are assessed by a composite group of Vinnova specially appointed evaluator
      • The applications are assessed in competition based on how well the proposal meets the call aim through the criteria potential, actors and implementation
      • Vinnova makes a decision and communicates this to the applicant approx. 2-3 weeks after closing
    • About our decisions

      How much each party in the project is granted in funding appears in the decision. Funding will be granted with the support of Article 25 of Commission Regulation (EU) No 651/2014 (GBER) (feasibility study). The basis for support appears in the decision and also governs which costs are eligible for support.

      Our decision to grant or reject a proposal cannot be appealed.

      Term for granted funding

    How to apply

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget.

    Please allow enough time

    Please keep in mind that it takes time to complete an application. Filling in the templates can take several days, since they're based on analyses you need to do. Therefore, start the application well in advance. You can start filling in your details, then save and continue at a later time.

    When you've completed your application, please mark it as done ("klar"). You can unlock and make changes to your application at any time until the call closes. If you unlock your application, you must mark it as done ("klarmarkera") if you want the application registered when the call closes. 

    This happens when the call is closed

    Once your proposal registered, we will email a confirmation to the person in charge of the user account and to the project manager and company signatory. This may take a few hours after the call is closed. If you have not received a confirmation within 24 hours after the call has closed, get in touch with us.

    When the call is closed, you can not change or fill in any new information. Then you can only complete your proposal if we ask for it.

    Who can read your proposal?

    Applications submitted to us become public documents. But we do not disclose information about the business, inventions or research results if it can be assumed that someone is suffering financial damage if the information is shown.

    This means that we must release the documents if someone requests them. However, we keep confidential the information that we believe could cause financial damage if it is disclosed.
