Finding new ways in the time of a crisis

Vinnova is calling on innovative ideas to address the wider impact of the corona crisis. We want to attract projects that support our society in a challenging time. New solutions should be ready to be put into practice within six to twelve months.

The offer in brief

What can you apply for?

Project which contributes to the conversion of production or activities, where a first solution is ready within 6-12 months. Applications should be based on the new needs arising from corona.

Who can apply?

Project about at least two actors, one of which should be a developing actor and a needs owner. By need owner, we mean the player who benefits from the solution and who will take care of (manage, use, disseminate) the results of the project. All applicant parties must be legal entities.

How much can you apply for?

You can apply for a maximum of SEK 1 million per project. Eligibility requirements on co-financing may be available. 10 million is allocated for each assessment round.

In this call we assess incoming applications on a number of occasions.That's why we've divided this call into several application periods. This means that if you submit your application before the last day of one of these application periods, you can have it assessed close to that date. But you can submit your application at any time until the very last application date. In the timeline you can see the next application period.

      We offer support for writing a correct proposal (through so called "writing rooms"). Our support is mainly explaining our formal terms and conditions but we'll also answer other questions. We can only advise on rules and terms, not the actual content of your proposal.

      For your proposal to be assessed, it needs to follow the instructions for the call for proposal. Applications that are not properly designed will not be passed on to assessment.

      Please note in particular:

      • All parties of your proposal must be legal entities. Sole traders are not approved. Companies have to be active and have a company registration number when applying.
      • The appendix for the project description must not exceed 5 pages. Using our template is mandatory.
      • The CV attachment must not exceed 3 pages. Using our template is mandatory.
      • The only attachments we accept are project description and CV.
      • All attachments must follow the templates linked from this page. We don't accept any custom formats for attachments. The templates should be used without editing fonts or margins.
      • Find out if your proposal overlaps with projects already funded. You can find a list of all funded projects within this call at the bottom of this page.
    • With this call, Vinnova wants to help support the actors who are working to meet the challenges that follow the corona epidemic. We want to provide support for initiatives that have the potential to support society through innovation at a challenging time.

      The initiative is aimed at actors and areas where, in the foreseeable future, new solutions can be used, and where the use can lead to a rapid transition of society, operations and production. Solutions should make a difference within 6-12 months.

      The focus is on both social benefits and economic recovery.

      Vinnova's mission is to promote sustainable growth by improving the conditions for innovation.       Gender equality is a prerequisite for sustainable growth and is found in Agenda 2030, as an objective in itself but also as a perspective that should permeate the work on all the objective. The call for proposal should therefore contribute to an equal development of society linked to two main perspectives:

      • that both women and men participate equally in the grant, participate in and have influence over the project.
      • to analyze and determine if there are gender equality aspects (gender and / or gender) that are relevant in the problem area and utilization of the solution.

    • This call for proposals is open to all business areas.

      Within the call, we focus on initiatives that, through collaboration, mobilise for innovation for a sustainable future. Support is only given to project that address the new challenges we see today in connection with the corona epidemic.

      The venture is aimed at actors who:

      • has the capability and capacity to develop and apply innovative solutions in the near future, and where its use can lead to a rapid change of business,
      • ,can test its solution within the framework of the project together with the needs owner,
      • has a solution with a high degree of innovation,that is a high degree of originality and renewal.

      The projects shall as a minimum consist of two actively participating parties, of which at least one shall be a developing actor and at least one need owner.

      What do we mean by need owners?

      By need owner we mean the actor who benefits from the solution and who will take care of (manage, use, disseminate) the results of the project. The need owner must show that the need is real and urgent, that the project has the conditions to scale and spread the solution to many, that the solution makes a difference and is motivated by the crisis.

      Due to the high search pressure, we would like to see a need owner represent several actors or a larger area.

    • Activities that we can fund

      Ypu can apply for funding for these activities :

      • Development efforts for the transformation of society, activities and production.
      • Design of prototypes, testing and validation of customized or improved products, processes or services in environments that correspond to realistic operating conditions.

      The proposal must have a clear innovation aspect. Support cannot go to operations and operational support.

      • Yes, if you do economic activities. See what counts as economic activities.

      Eligible costs

      Our funding is through grant. Grant to organizations engaged in economic activities subject to the rules on state support. The rules govern, among other things, what types of costs and what percentage of them may be covered by grant.

      The activities for which you are seeking funding are likely to be activities under the definitions of "industrial research" and "experimental development" according to Commission Regulation (EU) No 651/2014 and which are described on Vinnova's website.

      Companies in need of higher aid intensity than is possible according to the above definitions can apply for minor support provided that the applicant can receive such support (EU no. 1407/2013). To show that such support can be received, each party granted minor support must submit a certificate showing that this is the case. Certificates should only be sent at the request of Vinnova.

      Vinnova does not fund routine changes to existing goods, manufacturing methods, manufacturing processes, services or other ongoing operations. Furthermore, marketing and sales or ongoing operations are not financed.

    • The budget for the entire venture is SEK 50 million. Funding can amount to a maximum of SEK 1 million per project.

    • We will only evaluate applications that meet the following formal eligibility requirements:

      • At least two active project partners, of which at least one needs owner.
      • Project partners must be legal entities and the beneficiary must have a branch or establishment in Sweden.
      • The proposal must state that the amount applied for is a maximum of SEK 1 million and that the project period is a maximum of one year.
      • The proposal contains all mandatory attachments (designed according to mandatory attachments).

      Mandatory attachments

      Please note: Applications containing other attachments, which do not use the mandatory templates or which are longer in scope than specified below, will not be assessed.

      • Project description: Write in Swedish or English. Use 12-point font size. The description may not exceed 5 pages.
      • CV: Attach a CV per proposal, which describes the project manager and relevant persons. The CV may not exceed 3 pages in total per proposal.

    • What do we assess?

      Potential

      • Potential to reduce the negative consequences of alternatively exploiting the opportunities of the crisis.
      • The innovation level of the proposed solution.
      • Potential to solve the addressed problem in the near future.
      • The potential project results to contribute to sustainability in the restructured operations, communities or production.

      Feasibility

      • That the project can be completed in a short time and that it can make a difference within 6-12 months.
      • That the actors have the capacity to carry out the project and that the commitment does not negatively affect an activities that are already burdened.
      • How realistic project plan and budget are in relation to objective.
      • Access to other / own funding for implementation.
      • How well gender aspects were integrated into the project plan.

      Actors

      • Need owners who demand the solution and their ability to manage, use, and distribute the result to more.
      • Balance in distribution of responsibilities and efforts between project partners.
      • How well the team is composed with regard to gender distribution, as well as the distribution of power and influence between women and men.

      How do we assess?

      The applications will be assessed according to the criteria potential, feasibility and actors by specially appointed evaluator. Applications are assessed in competition.

      Vinnova intends to finance a diversified portfolio with a balance of actors, areas and project orientations.

    • The decision date and project start is preliminary 14 days after each application date.

      Four rounds are planned. The closing dates are preliminary.

      • 2nd application opportunity: 2020-06-10, at 14:00
      • 3rd application opportunity: 2020-08-21, at 14:00
      • 4th application opportunity: 2020-09-18, at 14:00

      About our decisions

      How much each party in the project is granted in grant stated in the decision. The basis for the support is stated in the decision and also controls what costs are eligible.

      Our decision to approve or reject a proposal cannot be appealed.

      Term of the authorized grant

      Our general terms and conditions apply to all funded projects. The terms include rules on project agreements, conditions for payment, follow-up, reporting and utilization of results.

      Additional special conditions can be determined for individual project.

      If you do not comply with our terms, you may become liable for repayment. This also applies if you have been granted a grant incorrectly or with an excessive amount.

    How to apply

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget.

    Plesae download the templates for the documents you need to attach to your application such as a CV or project description.

    Please allow enough time

    Keep in mind that it takes time to make a proposal. Filling in all the templates can take several days, because they are based on analyzes you have to do. Therefore, start the proposal well in advance. You can start filling in tasks, save and resume at a later date.

    When the proposal is complete, you mark it as done. You can unlock proposal and make changes at any time, right up to the last application date. If you unlock proposal, you must then clear it for it to register when the call for proposal closes.

    This happens when the call for proposal closed

    Once your proposal registered, we will send a confirmation to the person responsible for the user account as well as to the project manager and company signer. This may take a few hours after the call for proposal closes.

    When the call for proposal closed, you cannot change or fill in any new information. Then you can only complete your proposal if we ask for it.

    Who can read your proposal?

    Applications submitted to us become general documents. But we do not disclose information about the business, inventions or research results if it can be assumed that someone is suffering financial damage if the information is shown.

    This means that we must disclose the documents if someone asks for them. But we secretly disclose the information that we believe could cause financial harm if disclosed.
