Important results from the project

Today it is a problem in sparsely populated areas when it comes to water and sewage. The project has developed a model for easier management for the municipality in cases where a restriction of a water area is possible, by developing two different agreement packages for easier application. The agreement packages are based on the situation where the municipality transfers existing operations to another operator. The agreement packages will be used in the continued work with a practical pilot operation.

Expected long term effects

The project has resulted in a finding that it is possible to use new approaches than those used today. Although it is possible, there are a number of practical difficulties, as well as some resistance to achieving an effect in the form of municipalities changing their working methods from the current way. However, as the agreement packages are in place, together with a description of how to proceed in practice, there are good opportunities to achieve the effect of creating more efficient and sustainable solutions regarding water and sewage outside the municipalities´ areas of activity.

Approach and implementation

The project has been carried out as a study of the legal conditions based on existing legislation, preparatory work, practice and other available information in the form of reports. The analysis has been made on the basis of these sources and has resulted in a concrete description of approaches and completed proposals for agreement packages regarding the various situations that may occur.
