Purpose and goal

The objective of the project is to develop and evaluate business models and supporting technologies to facilitate pay-for-performance solutions in public transport. th eproject has studied contract steering models and how to use them to manage the contracted work and also how to use them to develop the relationship between the contract partners. The project has therefore focused on relationships at two points in the value network. 1.Between public transport authority and public transport operator (PTA-PTO) 2.Between bus manufacturer and public transport operator (OEM-PTO)

Results and expected effects

One concrete result from PayPer is a concept used to complement existing cooperation agreements with clear meeting structures for daily, weekly, monthly and yearly meetings. Each meeting has a proposed agenda and participants needed from all participating organizations (PTO, OEM). To ensure the meeting covers the right agenda points and that decisions are made at the right level, PayPer developed a report structure where data collected from the vehicles and systems is presented. The data is and presented in an understandable way and can thus be used as the basis for decisions.

Approach and implementation

PayPer had two parallel work streams, focusing on the two levels in the public transport value stream. PTA-PTO was mainly covered by SAMOT. PTO-OEM was mainly covered by Volvo Group Trucks Technology. The implementation of the PTO-OEM part was done using the Volvo Group global service development process, S GDP, building on theories of ideation and iterative development. The process consists of five phases: Explore, Conceptualize, Build, Pilot and Deploy. In PayPer we were able to bring the project development from Explore to Build.
