Important results from the project

The purpose of leading the shift required for digital transformation in municipal collaboration has been fulfilled. After analyzing the conditions, the collaborating municipalities have moved towards an increased formalization of the collaboration and some municipalities have taken clearer roles in driving the collaboration forward. A control and collaboration model for digitalisation in collaboration has been developed and also tested and evaluated with good results. The work to refine and implement it is ongoing. Two research conference articles have been accepted.

Expected long term effects

The participating organizations and the academy have worked together to analyze the conditions for collaboration for digital transformation resulting in an increased understanding of the difference between IT and digitalisation, and how they require different conditions for the collaboration. As a result, collaboration has been more formalized, manifested in a new control and collaboration model for digitalisation in collaboration. The expected effects are a more effective collaboration around digitalisation that both increases the pace and takes complexity into account.

Approach and implementation

The project has been based on collaborative research where academia and the participating organizations have collaborated in all stages of the project. Step 1 was to map and identify challenges and possible solutions for a more effective collaboration for digital transformation in municipal collaboration. In step 2, the changes that would be required for more effective digitalisation in collaboration was described. In step 3, a control and collaboration model was developed, which was then tested and evaluated in step 4. We have used interviews, joint meetings and workshops.
