Yes, the goals were largely achieved, minor changes were made, mainly due to external factors. In each stage, the goals were revised and some of them were carried over to subsequent stages where caught up.

Approach and implementation

The plan that was laid out at the beginning of the project was well thought out and followed the multi-year development plan that Katla had set. This meant that it could be followed to a large extent, even if adjustments had to be made at each new stage. The stage financing arrangement worked well with flexibility and reconciliations, but the financial predictability would have been greater if the entire project had been approved at once.
