Technology-specific roadmaps – Strategic acceleration programs
Sweden needs powerful and coherent roadmaps and programme that accelerate research, innovation and industrial scale-up in strategically important technology areas.
Different technology areas require different strategies and efforts, while the synergies between them need to be strong.
Priority technology areas should be:
- artificial intelligence and autonomous systems
- advanced digital technology, semiconductors and space technology
- quantum technology
- energy technology and net-zero technology
- materials technology and production technology
- biotechnology
The roadmaps are gradually being developed
There are several processes underway to develop basis for roadmaps in these areas. Therefore, it is too early to suggest what the roadmaps should look like.
An important starting point for the roadmaps is that they should connect investments in research, innovation, scaling up, EU collaborations and international initiatives.
Strategic acceleration programs in prioritized technology areas
Vinnova proposes that 6–8 strategic acceleration programs be established within the prioritized technology areas. The programs will strengthen Sweden's technology leadership and attractiveness for internationally leading research, innovation, companies and expertise. They will also complement and create synergies with other initiatives within prioritized areas.
How the programs will be financed
The programs should be based on co-financing between business, government and the EU and help attract international investments. They need to be long-term, with a time horizon of at least ten years.
Each programme should have a state funding of at least 1 billion SEK from 2032. State funding should assume that the business sector's funding amounts to at least the corresponding level. The same should apply to EU‑funding and other international funding. It is important to have strong connections to internationally leading R&I environments and actors respectively upscaling national funding via the EU and other international initiatives through these programme.
The total turnover in each programme should amount to at least SEK 3 billion per year from 2032, with gradual escalation from 2028.
What the programs should contribute to
The programs will contribute to:
- Identify and prioritize efforts in particularly important areas.
- accelerate research, innovation and scale-up.
- serve as platforms for priorities within the EU and internationally.
- strengthen Sweden's participation in large-scale EU partnerships, IPCEI and similar initiatives.
Budget: The total government investment should amount to SEK 6–8 billion per year from 2032, with gradual escalation from 2028.
