Purpose and goal

Evaluate the feasibility of secure, temporary, and conditional data sharing for road freight. Building on Power of Attorney (PoA) principles, considering the emerging digital PoA pioneered in shipping by Virtual Watch Tower (VWT) and Digital Container Shipping Association (DCSA), explore how similar delegation mechanisms can be adapted to trucking to grant time-bound access to shipment and event data across operated and subcontracted legs.

Expected effects and result

Key outputs include use-cases, a legal/technical feasibility assessment, and a business-and-technical plan of action for a follow-on pilot. Expected benefits are improved right time visibility, improved insights and resilience (planning and re-planning among multiparty actors), and a practical path to trustworthy data sharing that supports competitiveness, and sustainability in Nordic road transport.

Planned approach and implementation

The work is organized into three parts: (1) stakeholder interviews and a baseline of current visibility gaps; (2) selection of a multimodal use case; and (3) a feasibility assessment aligned to the VWT network’s existing shipment-monitoring practices and data schemas to ensure interoperability from day one. The study integrates business, legal, and technical perspectives, covering governance, roles, and an early data and cybersecurity plan.
