Purpose and goal

Understand how a mix of policies, both pricing (i.e. EU ETS) and non-pricing, can be combined so they support rather than counteract each other. Specifically: What are the main reasons for introducing non-pricing policies in addition to carbon pricing? What is the value of Sweden implementing domestic policies in addition to EU policies? What is the role of the local/regional community in the green transition? What is the role of the vehicle industry in creating a demand for green materials.

Expected effects and result

Our results will inform industry and authorities about the policy landscape today, and guide authorities (at different levels) in implementing policy instruments that more effectively can accelerate the green transition in the steel-to-vehicle supply chain. By focusing in parallel on the local/regional context and the national and EU policy context project will contribute to increasing knowledge about interactions between policies at different government levels.

Planned approach and implementation

WP1 will investigate the elements of effective policies building on literature and experiences of corresponding policy mixes in the USA. WP2 will develop policy scenarios and roadmaps towards net zero carbon. WP3 will be more normative and investigate concrete potential policy mixes in Sweden/EU. Results will mainly be communicated to industry and authorities, guide authorities (at different levels) in implementing policy instruments, and sequencing of these policies
