Important results from the project
The purpose was to describe how circular declarations can be helpful in procurement activities and to provide support before the launch of the EU´s climate initiative "Fit-for-55", the Ecodesign regulation and the DPP (digital product passport). A further aim was to describe various tools that can be used in public procurement and to shed light on possible future tasks for various parties in Sweden.
Expected long term effects
Development of circular procurement requirements requires a joint and structured approach in a life cycle perspective. The 20 criteria and implementation advice that the project highlights will be able to be used for planning purposes. With a positive attitude towards circular declarations in future EPDs, evaluation work can be facilitated. Implementation of the EU´s proposal for digital product passports in the practical circular procurement work is considered very important. Much work remains, however, for both authorities and industry.
Approach and implementation
A variety of methods were applied in the mapping and analytical work how circular declarations could be an effective approach in public procurement. Altogether they were built on a combination of collecting data and information by means of literature search, desktop studies, interviews and roundtable discussions with experts aiming to get as broad reflection as possible on the future use of circular procurement demands and the need for future development in the field from both authorities and industry.
