Those of you who plan to submit a proposal to Horizon Europe are offered the opportunity to have the proposal previewed by experienced evaluators. The offer aims to strengthen the competitiveness of the upcoming proposal to Horizon Europe.

Swedish players who plan to submit a proposal to the Horizon Europe´s work program within Cluster 4, 5 or 6. The proposal must be fully written and must be submitted in good time so that recommendations from the review can be taken care of.

      Vinnova wants to strengthen Swedish actors' opportunities to participate in Horisont Europas calls for proposals within sustainable industry. We want to give Swedish actors an opportunity to have their applications for the Horisont Europas work program previewed by experienced evaluator and get feedback that can contribute to strengthening the competitiveness of the upcoming proposal.

      This offer is an effort within Vinnova's priority area Sustainable industry. This means that the project within Horisont Europa that proposal may result in is expected to contribute to one or more of Hållbar industri's long-term impact goals:

      • Climate-neutral and circular production.
      • Resource-efficient and resilient value chains.
      • Global competitiveness.
      • A socially sustainable industry.

      The offer is therefore limited to calls for proposals that are part of the Horisont Europas work program within Clusters 4, 5 and 6.

    • Actors who plan to submit a proposal to the Horisont Europas work program are offered the opportunity to have proposal previewed by experienced evaluator. The review will result in a verbal feedback that typically contains advice and recommendations which, according to the evaluators can contribute to further strengthening the competitiveness of the application. The feedback can of course also be that proposal is already of such quality that it is not seen as justified to give any recommendations.

    • The review concerns the quality of proposal as proposal rather than an individual assessment against the assessment criteria within Horisont Europa.

      Examples of circumstances that the examiners will consider are:

      • proposal is complete, complete and understandable.
      • the information is sufficient and clear enough for proposal to be evaluated satisfactorily against the assessment criteria.

      The examiners will not assess questions relating to, for example, the factual content of individual activities in the project plan, news value or the competence of the project participant.

      • The offer addresses Swedish actors who plan to submit a proposal to theHorisont Europas work program within Clusters 4, 5 and 6.
      • The person applying for a preliminary review at Vinnova must be a legal person.
      • In order for proposal to Horisont Europa to be reviewable, it needs to be largely fully written. Vinnova reserves the right to refrain from offering a preview if Vinnova deems that proposal to Horisont Europa is not sufficiently complete.
      • In order for a review to be meaningful, proposal for preliminary review must also be submitted to Vinnova in sufficient time. This is required so that the evaluators have time to do a review and applicant has time to take care of the feedback before proposal is sent to Horisont Europa.

      Vinnova expects to normally be able to deliver the feedback within two working weeks from the receipt of the preliminary review proposal. However, the response time may be longer in connection with holiday periods, school holidays and the like as well as during periods of high demand.

    • The offer is planned to be available and searchable continuously from January 25, 2024 until December 31, 2024.

      To apply for funding, you fill in a web-based form in Vinnova's e-service for applications, which you can find via the Apply button further down the page.

      As an attachment, you upload the proposal to Horisont Europa that you wish to receive
      previewed.

      The web-based form contains some boxes of less relevance to the offer but which are necessary for proposal to be handled by Vinnova's project management system. Some examples are "Estimated project time", start date, where you can write the date when proposal for preliminary review is submitted to Vinnova, and end date, where you can write the date when you wish to receive the reviewers' feedback.

      In the e-service, you can start filling in information, save proposal and continue with it at a later time. When proposal is ready, you mark it as done and then it will be registered the next time the clock passes 2:00 p.m.

      Once proposal has been registered, no changes can be made.

    • The evaluator who carry out the review are appointed by Vinnova and work under confidentiality.

      Applications submitted to Vinnova become public documents, which means that they can be requested by anyone. However, the content is protected by rules in the confidentiality legislation which state that Vinnova may not disclose information about an individual's business or operating conditions, inventions and research results if it can be assumed that an individual will suffer damage if the information is disclosed.

    How to apply

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget. 

    Please allow enough time

    Please keep in mind that it takes time to complete an application. Filling in the templates can take several days, since they're based on analyses you need to do. Therefore, start the application well in advance. You can start filling in your details, then save and continue at a later time.

    When you've completed your application, please mark it as done ("klar"). You can unlock and make changes to your application at any time until the call closes. If you unlock your application, you must mark it as done ("klarmarkera") if you want the application registered when the call closes. 

    This happens when the call for proposals is closed

    When your proposal has been registered, we email a confirmation to the person responsible for the user account as well as to the project manager and the signatory. This may take a few hours after the call for proposals closes. If you have not received a confirmation within 24 hours after the call for proposals closes, please contact us.

    When the call for proposals is closed, you cannot change or fill in any new information. Then you can only supplement your proposal if we ask for it.

    Who can read your proposal?

    Applications submitted to us become public documents. But we do not disclose information about the business, inventions or research results if it can be assumed that someone will suffer financial damage if the information is shown.

    This means that we must hand over the documents if someone requests them. But we keep confidential the information that we judge could mean financial damage if it is disclosed.
