Official documents and confidentiality

Many of the documents sent to us become official documents. Find out what this means and what rules apply for preserving your integrity.

All documents that are either received by an authority or prepared and kept there are official documents. At Vinnova, this includes reports, applications for funding, funding decisions or tenders in public procurements. It doesn't include documents that have only been used for preparing matters such as memorandums, drafts or internal working documents.

According to the principle of public access to information, we're obliged to provide the information if somebody requests access. 

Requesting access to official documents

Anyone can request access to an official document. But just because a document is official doesn't mean that all the information it contains is public.

Confidentiality in the documents we give access to

The Public Access to Information and Secrecy Act (2009:400) regulates what information is public and what information can be classified as confidential in an official document. The law exists to protect the integrity of those who send in documents to an authority.

The information that's covered by confidentiality is reviewed every time someone requests access to a document. Therefore, Vinnova's programme managers always carry out a confidentiality assessment of the documents requested.

What we classify as confidential

According to the law, we may not release information that can cause economic damage to a private party. This could be information on a private party's business or operating conditions, inventions or research results.

Business and operating conditions

Business and operating conditions may involve operating guidelines, market research, market plans, information on budgets and salaries and other information in a private party's activities.
