This report is a revision of report VR 2019: 15. VR 2020: 10 has in relation to VR. 2019: 15 supplemented with Appendix A, including a preface, and the main report has been provided with some minor corrections.

Strategic innovation programs are a joint effort by Vinnova, the Swedish Energy Agency and Formas on actor-driven programme through collaboration in areas that are strategically important for Sweden. They will contribute to creating the conditions for sustainable solutions to global societal challenges and increased international competitiveness. The purpose of the programs is to achieve a national pool of expertise, stimulate new innovation investments, new collaborations and new networks with common objective for international competitiveness.

On behalf of the Swedish Agency for innovation system (Vinnova), the Research Council for the Environment, Arealic Industries and Community Development (Formas) and the Swedish Energy Agency (Energy Agency), Faugert & Co Utvärdering/Technopolis Sweden in collaboration with Technopolis Ltd and Sweco Society have evaluated the first generation strategic innovation program (SIP) which at the beginning of the assignment had been active for six years. The purpose of the evaluations is to demonstrate results and early effects as a basis for the authorities' decisions on continued funding, and to provide support for the authorities and program offices to develop and improve the programs in the best possible way.

A total of 17 strategic innovation programs have been started in four rounds. The five programme that started in 2013 have now undergone a six-year evaluation.

The five evaluations and this meta-evaluation were carried out during the period January to December 2019.
