ShiftSweden is not just an innovation program, it is a catalyst for the future of social construction and mobility. The program's first Impact Innovation Report summarizes the most important lessons learned and what is needed going forward to transform Sweden into a fossil-free and resource-conscious society with attractive and accessible living environments for all.

In this first Impact Innovation Report, ShiftSweden summarizes the period 2024-2025. How is the work towards the mission going, what has the program focused on and what is happening going forward?

ShiftSweden is Sweden's first major gathering of forces at the interface between urban planning and mobility, an area where future solutions must be developed together. The program has a clear mission to show how the transition can be made in practice in 100 locations around Sweden over ten years.

Efforts around Sweden

The report follows up on the program's activities 08-98952305 and highlights directions and working methods, progress and lessons learned. ShiftSweden has established nine transition labs for real and lasting system change, carried out five calls for proposals and launched broad work in around 40 locations around Sweden.

A Community of Learning

In parallel, the program has built a broad organisation, created national visibility and laid the foundation for international collaborations through its Community of Learning.

Future development needs

The report also highlights challenges and development needs – such as the need for a narrative that makes system change understandable, the importance of seeing scaling as more than technology diffusion, and the importance of structures that strengthen learning and the connection to policy.

Key focuses going forward

The three shifts that form the basis of the program's work; circular processes, sustainable mobility alternatives and integrated working methods, are central to the continued movement. Moving forward, ShiftSweden focuses on strengthening policy work, developing the third shift and deepening its international collaborations.

The program in numbers

  • 9 transition labs – have been started in the country in 2025.
  • 143 unique actors – a total of 143 unique organisations are participating in the 61 project that have been funded.
  • 184 million – a total of 184 million SEK in funding has been granted through the program and the project partners are contributing an additional 65 million SEK.
  • The project managers are 40% men and 60% women.
  • 41 locations – ShiftSweden has completed or started project in around 40 different locations around Sweden.
