This report presents the results of a formative partial evaluation of Advanced digitalisation, an innovation programme where the Swedish state and industry meet. The evaluation has been carried out by Sweco Sverige AB on behalf of Vinnova. It focuses on how the programme's organisation, processes and governance work in practice, and is intended to contribute to learning and development within the programme.

Advanced digitalisation is a long-term, industry-driven research and innovation programme that was launched in 2021. The programme is a partnership between government and industry to develop next-generation digital solutions, strengthen Sweden's competitiveness and contribute to a sustainable societal transition. Vinnova is public authority responsible for the programme's public funding, while Teknikföretagen hosts the programme office. ABB, Ericsson and Saab are co-founders of Advanced digitalisation.

Evaluation is an important component of the work with the program. It is guided by a plan with several complementary parts, where the first partial evaluation is reported in this report. The purpose of the partial evaluation is learning and development – with the program organization at the center. It focuses on organization, processes and governance, and is based primarily on document studies, interviews and workshops with key people within Advanced digitalisation.

The evaluation shows that the program is well organized to capture the needs of the industry. The evaluators' overall assessment is also that the division of responsibilities, roles and collaborations are mainly working well. At the same time, the report identifies some areas for development, including:

  • Need to further improve coordination between Vinnova and the program office.
  • Continue the program's work to reach out and communicate in the innovation system.
  • Further develop parts of the program's monitoring and evaluation work.
