RESONANS Guide for co-governance and strategic quality assurance of digital resources in the public sector

Purpose and goal

The project aims to further develop and assure the quality of a guide for co-governance and strategic quality assurance of digital resources in the public sector. The project has cooperated with practitioners in a reference group which has contributed to project quality of projects and results and an increased acceptance of the guide. A need to position the guide relative to other guides has been identified. Two workshops with focus groups (qualified practitioners) have been conducted which generated many comments. A pilot application is conducted on a medical certificate service.

Expected results and effects

The work has led to a refined guide. The guide has been restructured with a new governance mindset. Existing 7 quality dimensions have been increased to 10. New areas have been added: economic analysis, user analysis and technology analysis. A new extended version of the guide has been written. Extensive empirical data have been generated through workshops with focus groups and a pilot application (a strategic evaluation of the medical certificate service). The collected empirical data (observations and experiences) are an important basis for continued development of the guide.

Planned approach and implementation

The work has been conducted through four subtasks: 1) quality assurance of projects and guide through interaction with the reference group (persons with an interest in e-government policy issues), 2) quality assurance of the guide through focus group evaluation (structured group discussions with qualified practitioners), 3) quality assurance of the guide through a pilot application (with the support of the guide conduct of a strategically focused evaluation of a digital resource: medical certificate service) and 4) the development of the guide on the basis of the above activities.
