National scaling of open data

Purpose and goal

The goal of NSÖD was to act as a catalyst so that the implemented and ongoing initiatives in the field of open data can be spread and scaled up in Sweden´s municipalities,regions and authorities. The tools and processes have since the project started been developed and refined and made available on, among other things, at DIGG´s website. The processes, IT architecture and tools that have been developed have since been used to deliver data sets from the parties in the project. The open amounts of data are published on the national data portal, www.dataportal.se.

The two main recipients of the project result are municipalities, regions, authorities and DIGG and the project "Nationell Dataverkstad". www.dataverkstad.se which will develop and continue the implementation. Based on experiences in NSÖD and based on municipalities´ stated need for support, we recommend that SKR takes an active role in information sharing and supports municipalities and regions with the publication of open data.

Planned approach and implementation

In Phase 1, Sweden´s open data initiative was compiled, defining relevant data sets for implementation in Phase 2 and securing parties in Phase 2 & 3. In Phase 2, some of the tools developed are implemented, publishing at least two types of open data for some municipalities and develop guidelines, templates and processes to support publication. Create close collaborations with authorities for coordination of API and documentation. In phase 3, continue to support publication and, together with authorities, anchor a process for uniform national management and publication of open data.
