Purpose and goal

The project´s aim is to be a catalyst for change by contributing to anchoring the need, as well as the knowledge about the possibilities and limitations of metagovernance for collective mobility. Metagovernance is about actors who take overall responsibility for steering and coordinating collaboration. We collect and convey knowledge about the possibilities and limitations of such governance and propose concrete and feasible solutions to increase the capacity for metagovernance.

Expected effects and result

The project´s most important result is that the issue of metagovernance has shifted when the project is completed. This means that the need for, as well as the possibilities and limitations of metagovernance for collective mobility takes a significant place in discussions between decision-makers in Sweden. The effects of the project are about making visible limitations in, for example, legislation, procurement procedures, organizational culture, etc. in order to thus be a catalyst for change.

Planned approach and implementation

The project is co-produced by a consortium consisting of 13 parties, with different roles, and mandates over different parts of the collective mobility ecosystem. Central to the implementation are eight workshops with officials and politicians. The workshops focus on different themes such as: experiences in Sweden and abroad, legislation/regulations, business models, organizational culture, and and conflicts of interest. The workshops identify important issues that are investigated further.
