Purpose and goal
The Key Actor Program at Karlstads University has been focused on strategic development within three main processes; the Management process, the Collaboration process and the Utilization process. The development has been based on the findings and recommendations of the OECD-review made in the Värmland region, including the university, in 2005-2006. The purpose and goal was to develop the capability of the university regarding external collaboration and utilization and by that become one of the leading actors in the regional and national development.
Results and expected effects
The university has during the leadtime of the program included external collaboration and utilization as natural parts in both education and research. The strategic plan of the university states that and the attitude within the organisation is positive. The university has established functions that supports both faculties as well as senior management regarding research and innovation as well as student- and alumnicollaboration. The research- and innovationsupport is handled by Grants & Innovation Office which also is part of Fyrklövern, one of twelve national innovation offices
Approach and implementation
The Key Actor Program has been diveded into three phases with external reviews between each phase, which has contributed to continouos development based on both internal and external recommendations and also related to actual needs and conditions. The set-up of the program from Vinnova has been very good and crucial for the progress; the length of the program (8 years), funding clearly defined for external collaboration and utilization but not ´micromanaged´ by Vinnova, the openness and culture within the program, both with Vinnova but also between all the ´key actor universities´.
