Important results from the project

The project resulted in new knowledge about TIP assessment and evaluation and in interactions between researchers and policy practitioners. A framework for assessing the transformative potential of innovation policy instruments was developed and applied to the Impact Innovation program. The project also designed and implemented an interactive learning process on monitoring and evaluation, resulting in new approaches in ongoing TIP programs, and mobilized a network of evaluation experts.

Expected long term effects

The new and deepened collaborations between researchers and practitioners are expected to pave the way for new research and development about the assessment and evaluation of transformative innovation policy. The development and application of frameworks and methods have given insights that can contribute to the design and implementation of future policy instruments, encourage practitioners to test new evaluation methods, and stimulate capacity-building activities involving evaluation experts.

Approach and implementation

The project was organized in three work packages. In WP1, the conceptual and empirical framing was discussed both internally and with Vinnova. In WP2, data on policy instruments were collected through interviews and document analysis. Results were discussed at a policy seminar. In WP3, approaches for TIP evaluation were developed in three workshops involving researchers and policy practitioners. The set-up stimulated reflexive learning, but the process took more time than anticipated.
