Which strategically important technologies strengthen Sweden's competitiveness and the business community's investments in research and development? Vinnova is continuously investigating this question in order to be able to provide recommendations on which technologies Sweden should invest in in the future. The work is based on a government assignment from 2024, which will continue in a new form until 2028.

The goal is to strengthen Sweden's global competitiveness, develop new capabilities in emerging technologies and contribute to a strong, safe and sustainable innovation country.

Assignments and reports

2025

In December 2025, Vinnova will present an updated analysis of strategically important technologies for Sweden. The analysis work is based on analysis of various types of quantitative data and dialogues with important actors in the Swedish research and innovation system. The work is linked to Vinnova's government assignment for the Excellence Cluster.

2024

In the report "Strategic Technologies for Sweden 2024", Vinnova recommended a coherent technology policy within six prioritized technology areas:

  • Artificial intelligence and autonomous systems for societal transformation
  • Advanced digital technology for productivity and safety
  • Quantum technology for security and industrial applications
  • Energy technology for fossil-free electrification
  • Materials and production technology for conversion
  • Biotechnology for health and climate change

Within each technology area, Vinnova noted that a broad range of initiatives are needed, such as research initiatives, infrastructure for research and testing, developed conditions for startup companies, collaboration between different actors and national funding that can leverage the effect of EU initiatives.

Government assignment

In 2024, Vinnova was commissioned by the government to identify and propose strategically important technologies for Sweden. A report responding to this was presented and submitted to the government the same year.

Upcoming analysis work, from 2025 to 2028, is part of a new government assignment that Vinnova received in 2025. This time it is about creating the conditions for world-leading clusters of excellence in groundbreaking and strategic technology. The directions for the clusters of excellence are based on the six technology areas that were described in the report from 2024.

Vinnova's mission going forward is to continuously analyze Swedish areas of strength and needs within groundbreaking and strategic technology. The initiative will be scaled up over time. By 2028, Vinnova will allocate over half a billion kronor per year within the framework of the initiative.
