Purpose and goal

The purpose of the feasibility study utmaning.se is to lay the foundation for a Swedish platform for crowdsourcing of new solutions for the public sector. The feasibility study has clarified the motives, conditions, limitations and focus of a major application, limited to the municipal sector. Among the things highlighted is the law, technology, and how an implementation should be designed practical and collaboratively. The recommendation is that the Swedish Association of Local Authorities and Regions seeks funding a large structured 3-year R&D project.

Results and expected effects

Nothing prevents the creation of the ideation and improvement platform utmaning.se. The motives are strong. It´s all about mobilizing the masses of citizens and businesses to realize an interactive and innovative public sector, which in the long run may be able to deliver demanded high quality at costs that society can afford. A 3-year pilot project is expected to lead to a rightful, attractive and well-used platform that gives municipalities practical help to develop their businesses.

Approach and implementation

The methodology used consisted of consultations with researchers, practitioners and experts. A field trip to the US has been undertaken. In addition, searches and reading materials mostly recorded from the internet. A survey has been conducted with municipal managers. Open innovation is a vibrant and important R&D area, undergoing rapid development. It is important that the Swedish public sector continue developing and implements its own large structured pilot project with attached qualified research.
