Important results from the project

Framtidsförvaltningen has explored a new logic for learning and collaboration in the transition – from project in silos to a learning infrastructure. The focus shifted from exploring the city´s physical nodes to exploring organizational, critical nodes for transformation. Through foresight, speculative design and futures labs – methods, languages and collaborations were created to help Gothenburg manage complexity, break down silo thinking and build trust in cross-sectoral processes.

Expected long term effects

Framtidsförvaltningen has initiated a shift in how the city can understand and organize transition – from project logic to learning logic. Contribute to Gothenburg developing a new infrastructure for systemic learning, where knowledge and experiences from individual initiatives are woven together into a holistic understanding and power for change. Strengthen the ability to reflect, collaborate and co-create, and open up new forms of responsibility, trust and shared learning in the transition.

Approach and implementation

The project was carried out from November 2024 to September 2025 by Skiftmakarna (and Influence AB) in collaboration with Göteborgs Stad, Democracy and Citizen Service. The work followed a foresight-based process in six steps: Discover, Explore, Challenge, Develop, Experience and Evaluate. 30 interviews, four futures labs, three digital meetings and several public events were carried out. The collaboration worked well and the project stayed on track.
