Purpose and goal

"DigidelGov – The Social Contract in a Digital Age" aims to promote inclusion and equality by establishing digital participation as a guiding principle. The project builds an institutional infrastructure that makes everyday digital frictions visible, actionable, and informative for public governance. The project’s goal is to develop and test feedback loops where digital frictions are transformed into governance data, contributing to the renewal of the social contract in the digital transition.

Expected effects and result

Expected results include: - Feedback loops that turn residents’ experiences into data for governance and policy. - Methods and routines for documenting, analysing and responding to digital frictions. - Indicators for measuring and mitigating digital risks. - A governance framework based on insights from policy labs, showing roles, responsibilities and working methods that can be further developed. - A coherent structure for maintaining and scaling methods, data and lessons learned nationally.

Planned approach and implementation

DigidelGov is built on feedback loops where street-level bureaucrats – public employees in direct contact with residents – act as “social seismographs”, reporting recurring digital barriers. Everyday digital frictions are transformed into governance data and system knowledge, which can be used for policy, strategic governance and long-term change. In co-creation policy labs, these signals are explored to understand how they can be integrated into roles, responsibilities and new ways of working.
