Purpose and goal

The project will establish CARE-LAB as a cross-sectoral arena where government agencies, regions, municipalities, civil society, and academia collaborate to create a data-driven foundation for system-level analysis of the Swedish healthcare system. The aims are to build a technical structure for a Health Data Center, gather and prioritize needs from a broad range of stakeholders, and develop a joint implementation plan for the prioritized issues.

Expected effects and result

The project will establish a shared arena where actors bring together their cross-sectoral expertise to understand and analyse the complex healthcare system. CARE-LAB will enable anchored priorities and create a structured platform for system analysis based on healthcare process data, with potential for future simulation of reform proposals. The result is a shared problem definition and a concrete implementation plan for the next steps toward a more equitable and sustainable healthcare system.

Planned approach and implementation

The project will be conducted in four steps: 1) establishing CARE-LAB and joint working groups, 2) technical preparation of healthcare data in a Health Data Center, 3) a broad needs assessment, and 4) joint problem definition and prioritisation. Finally, an anchored implementation plan will be developed for continued work on the prioritised issues.
