Who can apply?

Municipality or civil society organization shall be the coordinator. Companies, universities, university colleges and institutes can participate as partner in a role as an expert.

How much can you apply for?

Funding can be granted with a maximum of SEK 600,000 per project. The grant may correspond to a maximum of 80% of the project´s eligible costs.

    • The focus of the call

      AI is a collective term for several different computer technologies. One of the most developed is machine learning (ML). ML is often considered to be the most readily available AI technology to begin with. In this call, we want to get more municipalities and civil society organizations to start their AI journey by testing, building knowledge about and demonstrating the potential of AI for their activities by implementing a project that uses machine learning.

      In this call, we collaborate with AI Sweden, which is a national resource for promoting AI development in Sweden. The project that are granted will be offered some knowledge support from AI Sweden and the opportunity to participate in network meetings together.

      Target groups

      The call is aimed at Swedish municipalities and organizations in civil society (separately )who want to practically explore how artificial intelligence based on machine learning can improve part of their own business and at the same time have clear potential for societal benefit and organizational learning.

      It is possible to apply independently, but we are happy to see joint applications from two or more organizations. (municipalities OR civil society organizations together with relevant parties)

      Most applicant will need to collaborate or hire expertise in AI / machine learning. University, university college, institutes and companies with such expertise can participate in the projects as a participant and / or subcontractor, but not be a coordinator (main applicant).

      Definitions

      By municipality we mean here only primary municipality (not region) and the project must be conducted in the municipality's non-financial activities (non-municipal companies)

      By means ofcivil society organizations is meant:

      • Non-profit organizations.
      • Limited liability company with special dividend limitation. (SVB) Vinsten should be a means of conducting activities and not an objective in itself.
      • Self-governing cooperative activities with selfless mission and often with an ideological awareness
      • Social enterprises, ie enterprises where the business activity is a means of achieving specific socially beneficial objective. Financial surpluses are mainly reinvested in the business or in a new socially beneficial project.

      Note a only legal entities can participate in the project. An individual company cannot participate as a participant.

    • Activities for which you can apply for funding

      In this announcement you can apply for funding to test, build knowledge about and demonstrate the potential of AI for your activities by carrying out a project that uses machine learning.

      The project should be based on the organization's own objective and strategy for working with AI and contribute to the development of the organization's skills and abilities. The project should also explore the benefits for the municipality / civil society organization's residents / users / members / stakeholders.

      The results of the project should have the potential to contribute to the objectives of Agenda 2030, for example through new or improved services and processes, better decision support or more efficient processing.

      Support is not granted to

      • project which is in a very early phase, which for example aims to start measuring or looking for data
      • project which mainly aims to develop new methods in machine learning
      • ongoing operation
      • investments in equipment

      Eligible costs

      Our funding is through funding. Funding for organizations that conduct financial activities is covered by rules on state support.

      The rules govern, among other things, the types of costs and the proportion of them that may be covered by funding.

      Government support for financial activities (companies)

      Rules for which costs are eligible

      The following costs are eligible:

      The cost types are:

      • Personnel costs
      • Equipment, land and buildings (depreciation costs)
      • Consulting costs and licenses
      • Other direct costs
      • Indirect costs
    • The projects in this call can apply for funding from Vinnova for a maximum of SEK 600,000. The projects may last a maximum of 12 months.

      Eligibility requirements for co-financing / own contribution

      Vinnova's funding may not exceed 80 percent of 's entire project 'stotal eligible costs. At least 20 percent of the project must therefore be financed by the project parties in their own efforts.

      What do we mean by coordinator?

      Coordinating participant, or coordinator, is the participant who is the main applicant and who is responsible for the project's communication with Vinnova. The Coordinator receives the project funding from Vinnova and passes on budgeted funds to any other participating project partners.

      What do we mean by participant?

      All organizations that collaborate in the project are project partners. The project partners contribute to planning and implementing the project, and share risks and results. The project partner does not necessarily receive the grant, but participates and has costs in the project, and is specified as project partners in proposal. A participant is always a legal entity. If subcontractors are used in a project, these are notproject partners.

      Funding per participant

      The high aid intensity (percentage of the project party's total eligible costs) that can be decided per participant depends on the basis for support that can be used. It is in turn determined by the type of organization the project partner is. The following maximum support levels apply:

      • Non-State aid
      • This basis for support applies to organizations in their non-financial activities; eg municipalities and universities, university colleges, research institutes.
      • Maximum aid intensity 100 percent of eligible costs.
      • Experimental development
      • This basis for support applies to organizations that conduct financial activities, eg companies.

      • Under certain conditions, which appear in the table above, the following applies: small companies 60 percent, medium-sized companies 50 percent, large companies 40 percent.

      • Minor Support
      • Maximum aid intensity 100 percent of eligible costs.

      This call for proposals is the first initiative within Kraftsamling AI for municipalities and Civil Society that Vinnova runs in collaboration with AI-Sweden.

      The main purpose of the concentration is to stimulate municipalities and civil society organizations to get started faster and reap the benefits of responsible AI in relevant areas. The overall goal is a strengthened welfare and greater societal benefit through the target groups' application of AI solutions.

      Digitalisation in welfare has been going on for decades and AI is now a new technical element in the possible toolbox. New technology creates additional needs for skills and abilities in welfare organizations. The expectations of the public sector to be able to deliver an even better and more efficient welfare as a result of the societal challenges that Sweden faces are high. The municipalities are responsible for most of the welfare. The opportunity for new values, increased quality and efficiency for a better welfare and societal benefit with the help of AI is found in all areas related to municipal activities: from health, care and school to public transport, administration and urban planning.

      Civil society is also an important player in the work of developing welfare. They have good opportunities to become a trusted and innovative player in the collection and use of data based on their fundamentally high level of trust among citizens.

      The main challenges along the way include competence, access to usable data, and legal and ethical issues. In order to successfully drive development forward, everything from knowledge support and change management to technical resources is needed.

Improved conditions for innovation strengthen the capacity to achieve the goals for sustainable development in Agenda 2030.       Collaboration, concentration and innovation will be crucial to achieve the goals in Agenda 2030. With this call for proposals, we want more people to collaboratively develop their innovative capacity and create new solutions that contribute to the goals, within the framework of the call's priorities.

      Gender equality is a prerequisite for sustainable growth and is found in Agenda 2030 as an objective in itself, but also as a perspective that should permeate the work with all objective. The call must therefore contribute to a gender-equal development of society linked to two main perspectives:

      • One perspective is about both women and men taking part in the grant and participating in and influencing the project in an equal way.
      • The second perspective is about the project analyzing and deciding whether there are gender equality aspects (gender or gender) that are relevant within the solution's problem area and utilization.

    • We will only assess applications that meet the following formal eligibility requirements:

      Potential

      • The project's potential to contribute to the benefit of the applicant organization (the coordinator) and its residents, users, participants, members, stakeholders, etc.
      • The project's potential to develop competence and ability in the applicant 's organization (coordinator) in a way that is in line with its objective and strategy for AI.

      Actors

      • That the applicant organization has access to the skills, partners and networks needed to carry out the project.

      • That the budget, plan and approach to the implementation of the project are credible and relevant in relation to the project's objective.
      • That the applicant organization has a plan for how the project will contribute to organizational learning throughout the organization.
      • That the applicant organization can account for how knowledge transfer from any external participating experts can be ensured.
      • That the applicant organization can account for how the project's results are to be taken forward and disseminated.

      How do we rate?

      Proposal is assessed in competition with other applications received and the assessment is based on the electronic proposal sent to Vinnova via Vinnova's eservices portal. Read more about the assessment process on Vinnova's website, https://www.vinnova.se/sok- funding

      Applications that meet all formal eligibility requirements are reviewed by three specially appointed evaluator appointed by Vinnova. The evaluators give recommendations to Vinnova before deciding who will be granted funding.

      In this call, Vinnova plans to finance about 10 projects project.

      In addition to an individual assessment of each project, Vinnova strives in this call to achieve a spread of the approved projects' areas of activity and application, as well as between project run by the municipality and civil society organization.

    • About our decisions

      How much each party in the project is granted in funding is stated in the decision. Funding will be granted with the support of the support bases "non-state support, experimental development" or " support of minor importance". The basis for support is stated in the decision and also governs which costs are eligible.

      Our decision to grant or reject a proposal is not subject to appeal.

      Term for granted funding

      For funding, our general terms and conditions for funding apply. The terms include rules on project agreements, conditions for payment, follow-up, reporting and utilization of results.

    To apply for funding, you need to log in and complete an application form in our eServices portal. The application form contains questions about your project, the participants taking part in the project and your budget.

    Please allow enough time

    Please keep in mind that it takes time to complete an application. Filling in the templates can take several days, since they're based on analyses you need to do. Therefore, start the application well in advance. You can start filling in your details, then save and continue at a later time.

    When you've completed your application, please mark it as done ("klar"). You can unlock and make changes to your application at any time until the call closes. If you unlock your application, you must mark it as done ("klarmarkera") if you want the application registered when the call closes. 

    This happens when the call is closed

    Once your proposal has been registered, we will email a confirmation to the person in charge of the user account and to the project manager and company signatory. This may take a few hours after the call is closed. If you have not received a confirmation within 24 hours after the call has closed, get in touch with us.

    When the call is closed, you can not change or fill in any new information. Then you can only complete your proposal if we ask for it.

    Who can read your proposal?

    Applications submitted to us become public documents. But we do not disclose information about the business, inventions or research results if it can be assumed that someone is suffering financial damage if the information is shown.

    This means that we must release the documents if someone requests them. However, we keep confidential the information that we believe could cause financial damage if it is disclosed.
