Given that R&D operations have become more complex and are also associated with major costs and risks, small and medium-sized companies (SMEs) find it more difficult to conduct their own R&D operations than large companies.
The Government has assigned VINNOVA to implement a programme that will strengthen and stimulate R&D in SMEs. International examples of similar programmes can be found in a number of countries, such as the USA and Finland.
In 2005, VINNOVA therefore launched the programme Forska&Väx (Research&Grow) that focuses on R&D in SMEs. For 2011 the programme has a budget of SEK 120 million SEK.
